打造现代工业强市，建设珠江源大城市
发展蓝图
本世纪前20年，曲靖的基本任务和奋斗目标是：生产总值、固定资产投资增幅高于云南省平均水平，在云南省率先基本实现工业化和进入大城市行列。力争G D P在2000年基础上，到2 0 0 7年，翻1番，到2 O 1 7年翻2.6番，到2 0 2 0年翻2．6番，基本接近全国平均水平。
发展重点
曲靖市着力培育壮大两烟、能源、化工、矿冶、机械汽车制造、生物资源开发创新、光电子等产业，建设滇东中心城市和滇东城市群。

依托铅锌资源及稀有金属，引进高新技术发展金属材料深力加工，延伸产业链。
化工产业
利用资源优势和现有产业优势，走煤一焦一化，煤一气一化结合的路子，采用高新技术，建成以煤炭资源为依托，煤化工为重点的化工基地。
机械汽车制造业
以一汽红塔(云南)汽车制造有限公司为主体，整合机械加工企业，提高汽车档次，增强市场竞争力，成为面向东南亚、南亚的轻型汽车工业基地。
生物资源开发创新产业
充分发挥多物种优势，重点发展畜牧、粮油籽种、薯类、茧丝绸、蔬菜花卉水产、林果六大优势产业，建成一批现代农业示范园区、生物产品基地。
光电子产业
依托现有年产4000吨多晶硅、年产30吨锗和年产30吨铟等项目，引进先进技术和合作伙伴，发展光电子产业。

曲靖的城市性质定位：滇东中心城市，云南省现代工业重要基地，环境优美的珠江源生态园林城市。都市区按“一区两片四组团”的空间结构布局，“一区”即中心城区，是全市政治、经济、文化中心； “两片”即沾益、马龙(含南海子工业园)片区。 “四组团”即花山、越州、珠街和温泉(三宝)。城市规模规划到201 0年中心城市建成区面积达50平方公里、50万以上人口，形成20分钟交通经济圈的新曲靖城。_到2020年发展为1 00平方公里、1 00万以上人口的大城市。形成以新曲靖城为中心，宣威、富源、陆良城为重点的40分钟交通经济圈的滇东城市群，主要经济指标接近或超过全国平均水平。
