曲靖将着力建设一条经济带、两个工业基地、五大基地和七个聚集区。
昆曲经济带
依托昆明一曲靖、沾益一宣威高速公路，布局一批工业企业，建成昆曲经济带，使之成为聚集曲靖市70％以上工业企业，基础雄厚、带动力强的经济增长带。
两个工业基地
云南煤化工（曲靖）工业基地
位于主城区以东沾益县花山镇，规划面积25平方公里。以云维集团为龙头，重点发展煤化工及相关产业；
云南曲靖西域工业基地
位于省级开发区曲靖经济技术开发区西片区，规划面积40一50平方公里。规划重点发展汽车及机械产业、电力配套设备、工程机械，同时发展有色金属利用及深加工、高新技术、两烟配套及配送等四大主导产业，发展建筑建材及构件、机电加工、综合产业等三个辅助产业。
五大特色基地
建成中国西南重要的能源基地、中国西南重要的重化工工业基地、中国西南重要的轻型汽车工业基地、中国西南重要的绿色食品加工制造基地和中国优质烟草生产加工基地。
七大产业聚集区
以生物资源创新为主的陆良特色产业加工业聚集区
以能源、水泥为主的师宗工业聚集区
以电力、矿冶、绿色食品加工为主的罗平工业聚集区
以煤电产业为主的老厂工业聚集区
以煤磷化工为主的羊场工业聚集区
以治金、磷化工为主的者海工业聚集区
以重化工为主的越州工业聚集区
