更加优惠的投资政策
曲靖市委、市政府出台了《曲靖市鼓励外来投资若干优惠政策》、《曲靖市工业园区若干优惠政策暂行规定》，对到我市投资的外商投资企业和国内合作企业，除执行国家和省的有关优惠政策外，在土地使用、财税扶持、建设工程项目、企业贷款贴息、企业风险投资等方面给予更多优惠待遇。
更加有力的服务措施
曲靖市委、市政府出台了《曲靖市对外来投资企业服务的若干规定》及《曲靖市外来投资企业协调联席会议制度》等8项制度，对市级领导联系和服务外来投资项目和企业、职能部门实行服务承诺和时限制、重点企业挂牌保护等方面作了具体的规定。
更加有效的激励手段
《曲靖市招商引资代理制暂行规定》、《曲靖市招商引资奖励暂行规定》、《曲靖市外贸出口和对外经济技术合作奖励办法》等文件，明确规定对在招商引资、外贸出口、对外经济技术合作中成绩显著的单位和人员进行奖励。
